As far as i know, yes it's true.
I guess because through the years the Italian market has been ruined by webmasters and companies that were trying to rip off people with dialer and illegal downloads.
So people got skeptical to download stuff from adult site, therefore this is why the probably prefer to stream videos.
The funny thing that there are still so-called-webmasters that are still trying to fuck up with people by promoting Pay Per Install.

many have pretty bad connection, downloading takes too long, better some short bad quality stream;
most of them use office pc - during working hours - downloading could be too risky;
if they use home pc, they are afraid to be caught by possessive dominant wives;
they want to save HD space;
they are afraid of everything coming from the web rather than understand that the only hope lays in getting rid of Windowz and IE;
