I´m not sure if anything has been changed, but normally you must register when you buy an prepaid card.
I Austria you can buy a card and use them, in Germany no anonymous phones allowed ... but I´m out of Germany since 4 years. Could be, that something has been changed.
T-Mobile is the provider with the best net in Germany.
